In a significant move for defense relations, the United States has given preliminary approval to sell F-35 fighter jets to Saudi Arabia. President Donald Trump affirmed this at a White House briefing, highlighting Saudi Arabia's status as a “great ally.” This announcement comes ahead of Crown Prince Mohammed bin Salman’s forthcoming visit to Washington.

Saudi Arabia has long sought the F-35 aircraft, which is one of the most advanced stealth fighter jets globally, with each unit estimated at around $100 million. However, obstacles similar to those faced in previous regional arms negotiations may still emerge as the sale progresses.

Details of the Announcement

The confirmation occurred during a White House press interaction on Monday, emphasizing stronger diplomatic connections between the US and Saudi Arabia, potentially favoring Israel’s engagement with Riyadh.

Official Statements and Global Reactions

President Trump’s declaration is an initial political endorsement, not a finalized deal, necessitating further procedural steps, including congressional approval and negotiations with manufacturer Lockheed Martin.

The proposal has evoked mixed reactions from various parties:

  • Israeli officials have expressed skepticism, given that Israel is currently the sole Middle Eastern nation with access to the F-35. US law mandates that Israel retains a “qualitative military edge.”

  • A Pentagon report voiced concerns that China might gain critical technology through its connections with Saudi Arabia, in light of Beijing's military cooperation with Riyadh.

Experts caution that transferring sensitive technology like this may pose long-term risks to US security interests in the area.

Context of Previous F-35 Transactions

A past agreement with the United Arab Emirates highlights potential complexities. The UAE had initial approval for 50 F-35 jets during Trump’s first term, but concerns about China’s influence in UAE tech, particularly Huawei, led to delays. These negotiations have been paused under the Biden administration.

Analysts predict that similar technology-security challenges may arise during the discussions surrounding Saudi Arabia's procurement.

Future Steps to Finalize Sale

For the agreement to advance:

  1. Saudi Arabia must formally request the aircraft.

  2. Congress must sign off on the transfer after evaluating the regional military landscape.

  3. The Pentagon is required to produce a Letter of Offer and Acceptance.

  4. Saudi Arabia and Lockheed Martin would finalize the technical, financial, and delivery terms.

Once approved, the delivery timeline could extend for years due to manufacturing schedules and international orders. Lockheed Martin has a backlog of over 1,100 F-35s for global partners.

Geoeconomic analysts believe this agreement could fortify Saudi-U.S. relations and support Riyadh’s comprehensive strategic goals. There is speculation that Crown Prince Mohammed bin Salman is seeking enhanced defense cooperation, technology collaborations, and aid for Saudi Arabia's advancing nuclear plans.

Although not all expected commitments might be fulfilled, experts argue the US's decision positions Saudi Arabia for closer cooperation in defense, technology, and regional diplomacy.
