In 2025, the United Arab Emirates made notable progress in expanding its national housing programme aimed at strengthening family stability, improving living conditions, and providing sufficient housing throughout the country. Throughout the year, 3,567 housing approvals totaling AED2.546 billion were issued, with nearly AED478 million allocated during the final quarter. These efforts included residential loans, government grants for low-income households, and joint housing initiatives with national banks.
The Ministry of Energy and Infrastructure introduced a new funding scheme targeting senior citizens, offering insurance coverage up to the age of 95, which safeguards against death or total permanent disability.
In Abu Dhabi, deals were sealed to develop 13 residential communities valued at AED106 billion, set to deliver more than 40,000 homes and land plots by 2029. Homeowners in Abu Dhabi also gained access to new financial support measures, including a community subsidy of AED250,000 that is automatically deducted from housing loans of up to AED1.75 million, along with extended repayment terms up to 30 years. The total housing benefits distributed in the emirate amounted to AED15.384 billion, assisting over 10,700 residents.
Dubai revealed housing projects worth AED5.4 billion, which include the construction of 3,004 new homes. An additional AED2 billion was allocated to build 1,100 units in areas such as Wadi Al-Amardi, Al Aweer, Hatta, and Oud Al Muteena. The emirate also launched an affordable housing programme designed to deliver 17,000 units in its initial phase, aimed at employees in key strategic sectors.
Sharjah’s Executive Council approved land grants for 3,500 recipients, equally divided between residential and investment plots.
These combined federal and local housing initiatives highlight the UAE’s commitment to promoting social stability in parallel with comprehensive urban development strategies.
