The State of Qatar participated in the ninth session of the Global Coalition for the Implementation of the Two-State Solution, held in Brussels, Belgium. This important meeting gathered high-ranking international officials, among them EU foreign policy head Kaja Kallas and Belgium’s Deputy Prime Minister and Foreign Minister Maxime Prevost.
Qatar was represented by the Acting Charge d’Affaires to the European Union, Sarah bint Ahmed Al Mohannadi, who reaffirmed the nation’s unwavering dedication to promoting peace efforts in the region.
Al Mohannadi expressed gratitude towards the European Union for coordinating the gathering and thank Belgium for its hospitality. She acknowledged the significant international endeavors to keep the Palestinian issue in the global spotlight.
In her remarks, she emphasized the need for frequent coalition meetings to enhance global collaboration and advance concrete actions toward realizing the two-state solution, advocating for the establishment of an independent Palestinian state based on the 1967 borders, with East Jerusalem as its capital, and the right of return for Palestinian refugees as per UN Resolution 194.
Al Mohannadi also underscored Qatar’s proactive role in mediating efforts regarding the Gaza Strip, alongside its engagement in various international initiatives, including a proposed 20-point plan. She highlighted Qatar’s commitment to the successful implementation of the Sharm El-Sheikh Agreement.
In a significant announcement, Qatar pledged a financial contribution of $1 billion to support a comprehensive and enduring peace, welcoming the establishment of the Peace Council and its respective committees.
She reiterated support for UN Security Council Resolution 2803 and a US-sponsored peace plan, stressing that all UN member states hold a collective responsibility for their realization. At the same time, she voiced concerns regarding Israel's actions, which include ceasefire violations, continued actions in Gaza, and hindrances to humanitarian aid.
On the humanitarian front, Al Mohannadi urged for the complete reopening of the Rafah crossing to facilitate the safe movement of civilians and ensure the continuous delivery of essential aid. She cautioned against utilizing border crossings for political purposes, noting the dangers faced by critically ill patients unable to leave Gaza.
Al Mohannadi reaffirmed Qatar’s steadfast support for UNRWA, asserting that obstructing its operations poses a threat to the global humanitarian framework. She called on the international community to ensure the agency can function unhindered.
Additionally, she condemned Israeli actions in the West Bank, including land annexation and settlement expansions, deeming them violations of international law that threaten peace initiatives.
She warned against efforts to impose new realities in the region during global crises, particularly in fragile areas like the West Bank and Al-Aqsa Mosque, as these actions could heighten tensions and instability.
Ultimately, she reaffirmed that sustainable peace can only be achieved by confronting the root causes of the conflict, ending occupation, and enabling the Palestinian people to assert their right to self-determination. Qatar, she concluded, remains committed to collaborating with international partners to foster humanitarian efforts, rebuilding, and long-term peace.
