The Dubai Legal Affairs Department has presented its Annual Report for 2025, showcasing notable achievements and significant performance indicators for the year.
Impressive Dispute Resolution Outcomes
Titled “Excellence in Legal Services Performance”, the report highlights the Department's efficiency in dispute resolution. Throughout 2025, 684 mediation sessions were conducted to resolve disputes against government bodies, effectively minimizing court caseloads through negotiated settlements.
Exceptional Legal Representation Success
The Department reported a remarkable 92% success rate in court cases involving government entities, demonstrating its robust legal representation and adept case management. It also processed 497 enforceable judgments, with cheque-related cases constituting over 32% of all enforcement actions.
Legal Support Services and Contract Management
With 291 legal support services rendered, including advisory opinions and legislative assistance, the Department reviewed and drafted 689 contracts and agreements, a 5% increase from the previous year, with a combined worth of over AED 54 billion.
Mediation Training and Skill Enhancement Initiatives
The report emphasizes the Mediation Training Initiative aimed at civil and commercial disputes, having successfully completed four cycles of the Accredited Mediators Programme in partnership with the International Institute for the Resolution of Civil and Commercial Disputes. A total of 82 participants, primarily government employees, completed the program, registering a 9.3% growth over 2024.
Expansion of Dubai's Legal Landscape
Furthermore, the report underscores the burgeoning legal landscape in Dubai, where legal consultancy professionals now represent 91 nationalities and 84 branches of international law firms are operational in the emirate by the end of 2025.
Strategic Vision for Future Developments
His Excellency Dr. Lowai Mohamed Belhoul remarked that the impressive results reflect the Department's unwavering commitment to progress in alignment with Dubai's strategic objectives.
He noted that the successful completion of the 2023–2025 strategy cycle marks the onset of a transformative phase focused on adhering to global best practices, enhancing governance frameworks, and aligning with international benchmarks.
The Department also aims to leverage artificial intelligence and cutting-edge technologies to elevate legal services further, enhance operational efficiency, and cement Dubai's status as a worldwide leader in government and legal excellence.
