His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum has officially launched the annual 2025 report from the Dubai Judicial Authority during a session of the Dubai Judicial Council. This report underscores significant strides in judicial efficiency, digital transition, and enhanced governance within Dubai's legal framework.

This report showcases the ongoing evolution of Dubai's judicial ecosystem, detailing efforts to elevate judicial service quality, expedite case decisions, and bolster public confidence in legal proceedings.

During the session, chaired by Sheikh Maktoum, the focus was on reinforcing the judicial framework and enhancing operational productivity. The Council also assessed member requests and discussed promotions and recruitment slated for 2027, aimed at attracting skilled Emirati professionals to the judiciary.

Sheikh Maktoum highlighted that under Sheikh Mohammed bin Rashid Al Maktoum's vision, Dubai is dedicated to crafting a progressive judicial system rooted in justice, transparency, efficiency, and adherence to the law.

He noted that the annual report serves as a crucial reference to evaluate institutional performance and track progress indicators across Dubai's judiciary. Sheikh Maktoum emphasized that the favorable outcomes observed in 2025 reflect the judiciary's adaptability to rapid advancements while enhancing service quality and public trust.

He further directed the ongoing evolution of the judicial sector through innovative solutions, digital technologies, and advanced practices to fortify Dubai’s competitiveness on the global stage.

According to the report, 43 legislative measures and 66 Judicial Council resolutions were enacted in 2025, aiming to regulate judicial operations and improve governance. Furthermore, 83 studies were conducted to enhance judicial services and related legislation.

The report indicates the Judicial Authority expanded to include 522 members following the induction of 86 new members, with female representation reaching 6.5 percent.

In 2025, the completion of 92 training programs resulted in 2,601 training hours and benefited 376 participants, reinforcing judicial competencies.

The report highlighted commendable judicial outcomes within Dubai’s Courts and the Public Prosecution, registering approximately 66,933 criminal cases, with 59,421 successfully processed, achieving an impressive 94.2 percent accuracy in investigations and indictments.

Dubai Courts achieved an 86.5 percent ruling accuracy in the Courts of First Instance and 87.1 percent in the Court of Appeal.

The average ruling duration in the Courts of First Instance was marked at 114 days, while the overall case settlement success rate stood at 90 percent.

As per the report, Dubai Courts handled cases and requests totaling AED10.2 billion, with AED3.68 billion processed through enforcement actions.

The report also noted substantial progress in digital transformation, with Dubai Courts completing 1.7 million smart requests, conducting 24,507 remote hearings, and publishing 21,121 judicial rulings.

Additionally, the Public Prosecution processed 23,438 smart bail requests, with blockchain-supported requests reaching 173,013.

Significant milestones included the establishment of the Dubai Centre for Judicial Expertise, the rollout of a streamlined digital process for criminal cases, the creation of the Judicial Control Room, and new rules designed to address housing construction disputes involving UAE citizens.

His Excellency Dr. Abdullah Saif Al Sabousi emphasized that the annual report serves as a strategic tool for performance evaluation and supports the progressive development of Dubai's judicial framework, adhering to high standards of justice and governance.
