Dubai Accelerates Rights for People of Determination in 2026 Meeting

A significant meeting took place in Dubai, focusing on the advancement of the rights and integration of People of Determination. Chaired by Sheikh Mansoor bin Mohammed bin Rashid Al Maktoum, Chairman of the Higher Committee for the Protection of the Rights of People of Determination, the event was hosted at the Knowledge and Human Development Authority (KHDA).

In attendance were committee members and representatives from various Dubai government bodies, working together to create a more inclusive framework that empowers People of Determination to engage fully in society.

Commitment to Inclusion and Rights

Sheikh Mansoor emphasized Dubai’s dedication to safeguarding the rights of People of Determination through a cohesive governmental strategy. He pointed out the necessity for services and policies that substantially affect daily life, enhancing access to opportunities.

Additionally, he expressed that empowering People of Determination is a collective duty shared among government and society, along with the need for ongoing evaluations and innovative initiatives.

Government Updates

Community Outreach (CDA)

The Community Development Authority (CDA) reported it made 10,363 outreach calls to People of Determination to assess their welfare and needs.

  • 693 calls were made to the deaf and hard-of-hearing community via the Sanad Relay app.

  • 9,670 calls reached various other disability groups.

This initiative was aimed at strengthening communication and building trust with families.

Enhancing Education (KHDA)

The KHDA laid out new strategies for inclusive education, including:

  • Flexible educational pathways tailored for students of determination.

  • New curriculum options and alternative education frameworks.

  • A framework for licensing and maintaining quality in special education.

  • Financial and advisory help for Emirati parents.

Healthcare Innovations (Dubai Health)

Dubai Health described its services, which include:

  • Genetic screening before and during pregnancy.

  • Early identification of autism and developmental disorders.

  • Centers for early intervention and rehabilitation.

  • Medical grants and research initiatives.

  • Training programs for medical professionals.

Improving Accessibility (RTA)

The Roads and Transport Authority (RTA) emphasized measures to enhance transport accessibility, such as:

  • Free parking for People of Determination in fee-based zones.

  • Strict penalties for the misuse of designated parking spots.

  • Digital verification of permits with CDA cooperation.

  • Monitoring cameras to ensure compliance.

Inclusive Workforce (DGHR)

The Dubai Government Human Resources Department is focused on:

  • Initiatives for inclusive hiring practices.

  • Training programs in workplaces.

  • Vocational rehabilitation projects.

  • Preparations for the upcoming People of Determination Forum.

Urban Accessibility (Dubai Municipality)

The Dubai Municipality is enhancing:

  • Building codes for better accessibility.

  • Integration with Google Maps to indicate accessible locations.

  • Support for inclusive public areas per the Dubai 2040 vision.

Fostering Awareness

Dubai Police, RTA, CDA, KHDA, Dubai Health, DGHR, Dubai Municipality, and Dubai Sports Council signed the “Dubai Communicates in Sign Language Pledge” to assist the deaf and hard-of-hearing community.

The meeting concluded with a renewed commitment to collaboration among government entities, aiming to enhance services and ensure an improved quality of life for People of Determination in Dubai.

During his visit, Sheikh Mansoor also toured KHDA offices to evaluate education programs aimed at fostering more inclusive learning environments, aligning with Dubai’s long-term developmental objectives.
