In an initiative called the “Permitting Innovators Call for Solutions,” the Council on Environmental Quality announced plans to modernize the federal permitting framework. The program was unveiled by The White House on April 28, 2026, in collaboration with NASA's Center of Excellence for Collaborative Innovation. This initiative invites startups, tech firms, researchers, and nonprofit organizations to propose ideas and digital tools to assist federal agencies in expediting environmental reviews and permitting.
The federal permitting process is crucial for various significant projects, including highways, bridges, energy infrastructure, and national security installations. However, many existing systems are outdated, fragmented, and reliant on manual processes, resulting in delays. The administration believes that leveraging modern technologies can enhance inter-agency cooperation and accelerate approvals for essential infrastructure and economic development projects.
CEQ Chairman Katherine Scarlett has expressed that the current administration aims to construct a more efficient government system by harnessing modern technology available in the private sector. Scarlett emphasized that American innovators possess tools that could enhance the management of environmental reviews and permitting by federal agencies. The initiative is set to connect these innovators directly with government decision-makers.
The program will emphasize key innovation areas such as business process modernization, workflow automation, and digital-first documentation systems. By implementing these technologies, agencies can minimize time spent on administrative work and redirect focus toward environmental analysis and oversight of projects.
Submissions for the “Permitting Innovators Call for Solutions” will be accepted until June 2, 2026, at 6:00 p.m. Eastern Time. A panel of experts will review the submissions according to the program's established criteria, selecting up to 50 winning solutions for the Permitting Innovators Expo scheduled for July 2026 in Washington, D.C. Participants will engage in live demonstrations of their proposed technology solutions for federal leaders and policymakers.
Qualified proposals will feature in the “Permitting Innovators Solutions Catalog,” providing federal agencies with access to contemporary tools within the government’s broader Permitting Technology Action Plan. This will assist agencies in finding effective, ready-to-adopt technology solutions.
Beyond the main initiative, CEQ’s Permitting Innovation Center and Luminary Labs will host a webinar on May 14, 2026, to clarify application procedures, submission guidelines, and evaluation criteria, as well as details about the Expo. This initiative signifies the administration's commitment to reforming the federal permitting landscape, tackling project delays that hinder economic growth and infrastructure advancement. By fostering collaboration among government entities and innovators from the private sector, the program aims to rejuvenate outdated systems and streamline federal environmental review modalities.
