Carney Engages Trump at FIFA Draw Amid USMCA Uncertainty

Prime Minister Mark Carney is scheduled for a short meeting with U.S. President Donald Trump this Friday in Washington, following Trump's remarks about potentially withdrawing from the United States-Mexico-Canada Agreement (USMCA).

The encounter will occur during the FIFA World Cup draw at the John F. Kennedy Center for the Performing Arts in Washington, where Carney is also expected to have a brief discussion with Mexican President Claudia Sheinbaum.

The trio of Canada, the U.S., and Mexico are set to co-host the 2026 FIFA World Cup. This draw will establish group placements for the countries involved, and the entire event is anticipated to take around two hours. Carney has tempered expectations, indicating that significant trade advancements are unlikely during this public affair.

Formal negotiations over trade between Canada and the U.S. have been suspended since October 23, primarily due to U.S. objections related to an Ontario government advertisement critical of protectionist tariffs. The last direct interaction between Carney and Trump took place at a private dinner in South Korea before the Asia-Pacific Economic Cooperation summit, which produced no meaningful results.

Currently, a mandated evaluation of the USMCA is underway in all participating countries. On Wednesday, Trump remarked that the U.S. might either let the agreement lapse or pursue a new negotiation. Brian Clow, former Deputy Chief of Staff to Prime Minister Justin Trudeau, voiced doubts about the review's effectiveness, noting the Trump administration's inclination towards unilateral concessions rather than collaborative agreements, complicating negotiations for Canada and Mexico.
