Prime Minister Mark Carney is publicly clarifying the parameters of Canada’s changing relationship with China as the government aims to broaden its trade connections.
Earlier this year, Carney identified China as a significant security concern for Canada. He has recently stressed the importance of recalibrating ties with Beijing, particularly as the Liberal government navigates trade tensions with the United States under President Donald Trump.
In a year-end dialogue with CBC News, Carney posed critical questions about the depth of Canada’s relationship with China and the necessary “guardrails.” He pointed out sensitive sectors like artificial intelligence, critical minerals, and defense where cautious limits on cooperation with China must be upheld.
Carney observed that, similar to many nations outside the EU and UK, Canada lacks extensive connections with China in these vital industries. He accentuated the need for diversifying trading partners to prevent over-reliance on the U.S., asserting, “Never keep all your eggs in one basket.”
Canada’s renewed strategy includes a focus on markets like China and India, where ties had previously soured under former PM Justin Trudeau. The downturn followed the 2018 detention of Huawei’s CFO in Vancouver and the subsequent arrest of two Canadians in China on espionage allegations.
A recent public inquiry into foreign interference in Canada labeled China as “the most persistent and sophisticated” threat to Canadian democracy.
Carney characterized his recent engagement with Chinese President Xi Jinping as a “turning point,” with plans for an official visit to address ongoing diplomatic “irritants.”
Experts like former ambassador Guy Saint-Jacques stress the importance of maintaining communication with China, but insist Canada must address sensitive topics such as human rights violations and foreign meddling.
Saint-Jacques urged Ottawa to show it has internalized past lessons, advocating for measures like a foreign agent registry to mitigate covert influences.
As Canada strives to juxtapose security considerations with lucrative economic prospects, Carney’s strategy reflects a judicious yet practical direction in its dealings with China.
