Prime Minister Phạm Minh Chính has ordered faster progress under the Quang Trung Campaign, a major Vietnam flood recovery initiative focused on housing reconstruction in central Vietnam ahead of Tết 2026 and the 14th National Party Congress.
Chairing an online meeting with central provinces and government agencies, the Prime Minister stressed that Vietnam storm-damaged houses must be fully rebuilt or repaired so that no flood-affected household is left without safe shelter during the Lunar New Year.
According to official updates on Vietnam disaster relief, severe central Vietnam floods at the end of 2025 caused major damage from Quảng Trị to Lâm Đồng. A total of 1,597 houses collapsed or were swept away, requiring new construction, while 34,759 homes suffered structural damage and needed urgent repairs.
To address the crisis, the government launched the Quang Trung Campaign for housing reconstruction, mobilising ministries, local authorities, businesses, social organisations and the armed forces to accelerate Vietnam flood rebuilding homes across affected regions.
Authorities confirmed that all 34,759 storm-damaged houses have been repaired, completing the target under the Vietnam housing reconstruction programme. For homes requiring new construction, 1,046 out of 1,597 houses have been completed, reaching 65.5 per cent progress, with the remaining projects currently 60–80 per cent finished.
Local governments reported that essential infrastructure in flood-affected areas, including electricity, clean water, telecommunications and transport, has been fully restored. No major difficulties were reported regarding funding, labour or construction materials under the Vietnam flood recovery plan.
Most provinces committed to completing all rebuilding work by January 15, in line with preparations for the National Party Congress Vietnam. A small number of families in Lâm Đồng and Đắk Lắk opted for larger housing designs, which may require additional time but are still expected to be completed before Tết 2026.
Concluding the meeting, Prime Minister Phạm Minh Chính praised the effective coordination of ministries and local leaders, noting that families with completed repairs have already stabilised their daily lives following the central Vietnam storm damage.
Reiterating the government’s commitment to Vietnam disaster relief and housing recovery, the Prime Minister urged authorities to mobilise maximum resources, especially the armed forces and socio-political organisations, to ensure no citizen is left without shelter.
Beyond housing, he instructed localities to continue restoring environmental sanitation and transport infrastructure, while reviewing residents’ essential needs so families can fully enjoy Tết 2026 celebrations.
The Prime Minister also proposed VNĐ5 million in financial assistance for each of the 34,759 households with repaired homes, and VNĐ10 million for nearly 5,000 households nationwide whose homes were destroyed, to help them resume livelihoods under the Vietnam flood rebuilding homes programme.
Calling the Quang Trung Campaign a humane and people-centred initiative, the Prime Minister stressed transparency, strict supervision and recognition of outstanding contributors, while applying lessons from this Vietnam flood recovery effort to future disaster response plans.
