Vietnam Prime Minister Le Minh Hung chaired a major working session with the Ministry of Justice in Hanoi, emphasizing the urgent need to reform Vietnam’s legal and institutional system to support rapid economic growth and long-term national development. The meeting focused on reviewing the Ministry’s performance since the beginning of 2026 and setting priorities for the coming period, particularly in strengthening legal institutions and administrative reforms.
During the meeting, Prime Minister Le Minh Hung stated that innovation in lawmaking and law enforcement is now one of Vietnam’s most important national priorities. He stressed that institutions and legal systems must become a key strategic breakthrough capable of supporting sustainable double-digit economic growth. According to him, Vietnam’s legal framework must become more modern, transparent, internationally compatible and easier to implement in practice.
The Prime Minister praised the Ministry of Justice for its recent efforts in drafting and reviewing laws, reducing administrative procedures and improving legal oversight. Officials reported that the Ministry had already completed and submitted dozens of legal documents to the Government and National Assembly, including draft laws and important resolutions. The Ministry also accelerated reforms aimed at simplifying investment procedures and removing long-standing legal bottlenecks affecting businesses and economic activity.
Le Minh Hung highlighted that Vietnam’s development goals cannot be achieved without strong institutional reform. He said the government must move from outdated management systems toward more flexible and modern governance models. He also called for stronger use of digital technology, artificial intelligence and big data in drafting laws, managing administrative systems and monitoring policy implementation. According to the Prime Minister, legal reform should not remain limited to paperwork but must create real improvements for businesses, investors and citizens.
The Prime Minister further stressed the importance of accountability and discipline within ministries and government agencies. He warned against delays in issuing legal guidelines and criticized overlapping regulations that create confusion and inefficiency. He instructed the Ministry of Justice to strengthen cooperation with other ministries and ensure that legal documents are practical, transparent and free from corruption or “request-and-grant” practices.
One of the key announcements during the meeting was the plan to build a large national legal database and expand the use of artificial intelligence in reviewing and drafting legal documents. The Ministry of Justice was also asked to develop a long-term strategy for improving Vietnam’s legal system by 2045. Officials said the country would focus heavily on digital transformation, administrative simplification and stronger legal risk management as Vietnam deepens international integration.
The government also plans to accelerate reforms in civil enforcement, anti-corruption asset recovery and judicial administration. Prime Minister Le Minh Hung emphasized that a strong and effective legal system is necessary to unlock economic resources, improve investor confidence and support Vietnam’s modernization goals. Leaders believe these reforms will help position Vietnam as a more competitive and sustainable economy in the coming decades.
