Kyiv, Ukraine – A significant political upheaval is unfolding in Ukraine with the resignation of Energy Minister Svitlana Grynchuk and Justice Minister Herman Halushchenko. Their departures come amid a serious corruption probe in the energy sector, announced by President Volodymyr Zelensky on Wednesday in response to growing public outcry.
The investigation, spanning over 15 months and led by the National Anti-Corruption Bureau of Ukraine (NABU) alongside the Specialized Anti-Corruption Prosecutor’s Office (SAP), has revealed a troubling embezzlement operation estimated at around $100 million (£76 million). This scheme involved contractors associated with the national nuclear operator, Enerhoatom, as well as high-ranking officials.
Allegations suggest that Justice Minister Halushchenko and several top officials accepted bribes from firms tasked with constructing defenses for energy facilities vulnerable to Russian assaults. Notable figures in the scandal include former Deputy Prime Minister Oleksiy Chernyshov and Timur Mindich, co-owner of a TV studio previously affiliated with Zelensky, who has reportedly left the country.
While Halushchenko has pledged to contest the allegations, Grynchuk asserted on social media that she operated within the law during her tenure.
NABU disclosed that the scheme was systematic in nature, demanding kickbacks of 10–15% from Enerhoatom's contractors. These illicit funds were laundered through offices in Kyiv, with some allegedly funneled outside Ukraine, including to Russia. Investigators have released images showing baggies filled with cash as part of the ongoing case.
This scandal arises at a critical moment when Ukraine's energy sector is already under heavy pressure from intensified Russian attacks on vital infrastructure, adding further strain to an already complex situation.
The incident rekindles concerns over Ukraine's commitment to anti-corruption measures, essential for preserving its EU candidate status. Public protests erupted in July over attempts to limit the independence of NABU and SAP, drawing fierce backlash from the G7 and EU allies.
As these developments unfold, President Zelensky faces increased scrutiny, with public trust in his administration's transparency and reform efforts tested, especially during tumultuous times.
