Sudan's civil war faces yet another setback as General Abdel-Fattah Burhan, the nation's military chief, dismisses an international ceasefire proposal. The Quad, including the US, Saudi Arabia, Egypt, and the UAE, presented this plan aimed at bringing an end to the over two-year conflict.
In a video statement released on Sunday, General Burhan expressed his vehement opposition to the ceasefire, labeling it as “the worst yet” and accusing the mediators of bias. He asserts that the plan unduly favors the Rapid Support Forces (RSF), the primary rebel faction opposing the Sudanese military, criticizing its call to dissolve certain security bodies while allowing the RSF to retain their power.
The conflict erupted in April 2023 following escalated tensions between the Sudanese Armed Forces and the RSF, leading to violent clashes across Khartoum and other regions. This war has resulted in tens of thousands of fatalities, with UN estimates surpassing 40,000, although many believe the actual casualties could be even higher.
The situation has catalyzed the largest humanitarian disaster currently ongoing, forcing over 14 million individuals to flee their homes. Increased food shortages and disease outbreaks have added to the dire humanitarian conditions.

United Nations: Secretary-General António Guterres has called for an urgent ceasefire and humanitarian aid access for the displaced.
General Burhan's rejections stem from concerns over the perceived unevenness in the ceasefire proposal, fearing it would undermine the military by dismantling security agencies while enabling the RSF to maintain control in critical areas. He implicated factions within the UAE for backing the RSF, heightening distrust in the negotiation process.
Burhan maintained that the military would only contemplate a ceasefire contingent on the RSF's complete withdrawal from civilian territories. He further insisted on the safe return of displaced individuals before political discussions could commence, denying allegations of military misconduct.
Unlike Burhan, the RSF accepted the ceasefire, with General Mohammed Hamdan Dagalo affirming support for a humanitarian truce lasting three months followed by further political talks.
The UN has urged both factions to cease hostilities and facilitate the delivery of humanitarian aid. António Guterres emphasized the necessity for safe aid delivery amid warnings against the influx of weapons into Sudan.
The US has intensified its focus on the conflict, with former President Donald Trump voicing support for peace efforts following consultations with Saudi Crown Prince Mohammed bin Salman.
Accusations about the UAE's role continue to surface. Human rights advocates claim the UAE has been arming the RSF, while the UAE rebuts such allegations, adding complexity to the peace efforts.
With General Burhan's rejection of the ceasefire, Sudan remains in a precarious situation, suggesting prolonged fighting and escalating humanitarian issues. Nonetheless, the RSF's willingness to negotiate and mounting international pressure may pave the way for renewed, more equitable peace dialogues.
The plight of Sudan's populace continues, with millions displaced and in pressing need of assistance. The international community closely monitors as mediators strive to establish a solution that safeguards the rights and welfare of all Sudanese.
