Emmanuel Macron, the French President, has urged for revisions to the U.S. peace proposal concerning Ukraine, asserting that it requires greater balance and acceptance from both Ukraine and Europe. During remarks on Tuesday, he indicated that while the plan heads in a positive direction, certain elements necessitate additional dialogue and modification.
The recent 28-point peace framework proposed by the U.S. aimed at resolving the ongoing conflict between Russia and Ukraine has raised eyebrows among officials in the U.S., Kyiv, and Europe, as it appears to lean towards Russia's perspective. Macron firmly stated that seeking peace must not equate to Ukraine's capitulation or enforced compromises.
He asserted that it is solely Ukraine's prerogative to determine the territorial compromises it might consent to. Macron remarked, “What has been presented gives us insight into what might be acceptable to the Russians. Does that imply it must be approved by the Ukrainians and Europeans? Absolutely not.”
Moreover, he underscored that even post-peace, Ukraine’s primary focus should be on revitalizing and fortifying its military independently. Macron also mentioned that the frozen Russian assets currently within Europe’s control should be solely managed by European authorities.
The American plan suggests restrictions on the size of Ukraine’s armed forces and mandates a degree of oversight from Washington over the frozen Russian assets, raising concerns among European leadership.
Additionally, Macron discussed the future establishment of a reassurance force that could be stationed “far from the combat zones” once peace is achieved. This force would consist of troops from countries like Britain, France, and Turkey, tasked with training and ensuring security in Ukraine post-conflict.
He noted that around 20 nations have already extended their support in various capacities, including air, land, and maritime assistance.
Macron’s remarks arrive in advance of a video conference involving nations prepared to assist Ukraine’s post-war reconstruction. His statements capture the continuous endeavors of global leaders to attain a peaceful and just resolution to the conflict while upholding the sovereignty and security of Ukraine.
