Democratic candidate Ghazala Hashmi has secured the lieutenant governor’s office in Virginia, narrowly defeating Republican John Reid. Her victory marks the first time a Muslim and a person of South Asian origin will serve as the state’s lieutenant governor.
Hashmi first attracted statewide attention in 2019 when she flipped a Republican-held seat to join the Virginia Senate. Since then she has championed policies on education, health care and social equity. In 2024 she was named Chair of the Senate Education and Health Committee, where she advanced Democratic priorities including protections for reproductive choice and measures to strengthen public schooling.
Her legislative seat representing the 15th District will be filled by a special election to complete her term.
Born in Hyderabad, India, in 1964, Hashmi is the daughter of Zia and Tanveer Hashmi. Her father studied at Aligarh Muslim University before earning a PhD in International Relations from the University of South Carolina and later directing a Centre for International Studies. Her mother trained at Osmania University’s Women’s College and worked in education.
At four years old, Hashmi moved to the United States with her mother and brother to join her father in Georgia. She excelled academically, graduating as her high school valedictorian and receiving multiple scholarships. She earned a Bachelor of Arts with honors from Georgia Southern University and completed a PhD in American Literature at Emory University in Atlanta.
In 1991, Hashmi and her husband Azhar Rafiq settled in the Richmond area of Virginia, where they raised daughters Yasmin and Noor—both alumni of Chesterfield County Public Schools and the University of Virginia.
Hashmi spent close to thirty years in higher education, teaching at the University of Richmond and Reynolds Community College. At Reynolds she founded and directed the Center for Excellence in Teaching and Learning (CETL), focusing on innovative pedagogy and faculty development.
Throughout her career, Hashmi has prioritised policies that expand educational opportunity, improve access to health care and address environmental justice. Her emphasis on inclusion and equity has garnered recognition across Virginia and positioned her as a leading progressive voice in the state.
Her election to the lieutenant governor role represents a notable moment for diversity in American state government, reflecting the growing political visibility and influence of the Indian-American community.
