KIEV — Ukrainian officials have charged Timur Mindich, an important ally of President Volodymyr Zelensky, with masterminding a $100 million corruption network in the nation's energy sector, further amplifying a political scandal at a tense moment.
The allegations were made public on Nov. 12, 2025, amid growing concerns over misappropriation in Ukraine's war-stricken energy sphere, which has suffered frequent assaults from Russia since February 2022. Authorities claim the scheme involved laundering illicit funds while exploiting Mindich's close ties with President Zelensky.
“Mindich wielded authority over the gathering, allocation, and legalization of illicit funds within Ukraine's energy arena,” a prosecutor from the Specialized Anti-Corruption Prosecutor's Office (SAPO) stated. The prosecutor emphasized that Mindich supposedly utilized his friendship with Zelensky to enable these unlawful activities.
The inquiry also touched on Justice Minister German Galushchenko, previously the energy minister, who stands accused of receiving personal gain for overseeing monetary transactions in the sector. Ukrainian officials assert that this scheme exploited millions in public funds during a period marked by severe energy shortages due to ongoing Russian attacks.
The National Anti-Corruption Bureau (NABU) disclosed that five individuals have been arrested and seven more charged following a comprehensive 15-month investigation. NABU officials indicated that Mindich had exited Ukraine shortly before authorities carried out raids on pivotal locations linked to the energy sector controversy.
Mindich co-founded Kvartal 95, a media production company established by Zelensky prior to his political career. This situation has raised further questions about the president's inner circle, generating outrage from citizens already suffering from power outages and damaged infrastructure.
Ukraine's aspirations for EU membership are deeply intertwined with efforts to eliminate systemic corruption. Zelensky's prior attempts to consolidate anti-corruption measures under government oversight faced significant pushback from the public and European bodies alike. The recent charges against Mindich might complicate both Ukraine's international standing and its domestic stability.
As investigations persist, Ukrainian authorities stress the necessity for transparent legal proceedings to regain public confidence and ensure accountability within the energy sector during wartime.
