A Chinese citizen, described by British authorities as “one of the most prolific sex offenders ever,” has been sentenced to life imprisonment in the UK following a lengthy crime spree targeting numerous unsuspecting individuals.
Convicted of 24 Sexual Crimes
Chao Xu, 33, admitted to 24 sexual offences occurring over three years, including rape, assault by penetration, sexual assault, upskirting, and various acts of voyeurism. His calculated and recurrent crimes demonstrated a terrifying pattern of predatory behavior.
A court in London mandated that Xu serve a minimum of 14 years before he can seek parole.
Exploiting His Role to Assault Women
Authorities disclosed that Xu misused his position organizing business events for a UK university as a guise to meet women. Police reported that he would drug victims before assaulting them in his flat, where he had set up hidden cameras to record the incidents.
During the investigation, law enforcement recovered a wealth of footage depicting not only the assaults but also unauthorized recordings of unaware members of the public in busy locations like London Bridge Underground station.
Authorities Fear Hundreds More Victims
Currently, investigators have confirmed seven serious sexual assault victims. However, detectives suspect that the extent of Xu’s offenses is “much larger,” estimating that potentially hundreds more could have been victims of voyeuristic behavior.
Lewis Sanderson, Acting Detective Superintendent, characterized Xu’s crimes as unparalleled. He stated, “We consider him one of the most prolific sex offenders in history,” while noting that his techniques involved calculated planning, manipulation, and evasion of detection.

This case has raised alarms regarding contemporary strategies employed by sexual predators, particularly concerning the use of covert recording devices, digital storage, and grooming within professional and academic settings. Authorities emphasized the importance of enhancing safeguarding measures and monitoring protocols in institutions.

The sentencing has been welcomed by victims and advocacy organizations, who lauded the diligent police work and called for enhanced protective measures for at-risk individuals.
The police are still examining footage and digital evidence, encouraging anyone who believes they might have been recorded or targeted by Xu to step forward.
The investigation continues as officers seek to identify other victims and uncover the full scope of his actions.
