Abu Dhabi Unveils Innovative HR Legislation for Future Workforce

The Abu Dhabi Government has announced a pioneering Human Resources Law aimed at modernizing public sector employment practices, reinforcing its status as a leading employer. This law, set to take effect on January 1, 2026, targets a workforce of over 25,000 individuals.

Human Resources Law No. (08) of 2025 establishes a merit-focused framework designed to attract, nurture, and retain exceptional talent. It emphasizes results, skills, and capabilities over traditional tenure.

Merit-Driven Hiring and Advancement

The legislation introduces clear merit-based processes throughout all stages of employment. Recruitments and promotions will now hinge on individual performance and proven abilities rather than duration of service.

High-achieving employees will experience expedited promotions, while performance-related bonuses will recognize their significant input. Outstanding graduates can also expect shortened probation periods, accelerating their career growth.

Attractive Benefits for Global Talent Acquisition

To entice skilled professionals in tech-driven sectors like AI and specialized services, this law rolls out modern, flexible benefits that match global standards.

Key features include entrepreneurship leave, enabling staff to pursue business initiatives alongside their government roles. The law also enhances parental leave, providing extended maternity and doubled paternity leave, with a keen focus on family welfare. Options for remote work, compressed workweeks, and optimized hours further enhance work-life harmony.

Commitment to Learning, Inclusion, and Wellbeing

The new legislation reinforces development frameworks through ongoing training and skill enhancement, preparing employees for swift technological and policy shifts.

Revised leave policies incorporate marriage leave, improved support during bereavement, and family caregiving flexibility. Additionally, the law promotes tailored workplace solutions for People of Determination, fostering inclusivity within government sectors.

Statements from Leadership

His Excellency Ahmed Tamim Hisham Al Kuttab, Chairman of the Department of Government Enablement (DGE), stated that this law marks a transformative change in talent management within the government, establishing a competitive environment where merit propels growth and excellence gains recognition.

His Excellency Ibrahim Nassir, Undersecretary of DGE, highlighted that talented professionals have global options and that the government needs to provide appealing career development, flexibility, and up-to-date workplace standards to compete effectively.

Paving the Way for a Future-Ready Government

By embedding meritocracy and modernizing HR operations to align with international standards, the new law supports Abu Dhabi’s goal of establishing an adaptable, high-performing government, ultimately aspiring to become an AI-driven entity.

The Department of Government Enablement is set to collaborate closely with all government bodies to facilitate seamless implementation and effective integration of the new HR framework prior to its rollout in 2026.
