Vietnam has introduced a new framework aimed at improving the quality and management of vocational education institutions across the country. The Ministry of Education and Training recently issued Circular No. 38/2026/TT-BGDĐT, which establishes official standards for vocational education institutions. The new regulations are designed to create a unified system for quality assurance, strengthen accountability, and improve workforce training in line with labor market demands and economic development goals.
According to the ministry, the new circular will help vocational education institutions improve governance, transparency, and operational efficiency. Officials stated that the regulations are intended to support self-assessment, institutional development planning, and state management of vocational training systems. Authorities believe the framework will also strengthen quality control and support future investment and network planning for vocational education throughout Vietnam.
The circular establishes six important conditions that vocational education institutions must meet in order to maintain quality standards. These include organizational structure and management systems, qualified teaching staff and management personnel, complete training programs and curricula, proper facilities and training equipment, stable financial resources, and digital management systems with secure databases and information technology infrastructure. Officials said institutions must ensure that all systems operate according to legal and professional standards while supporting long-term educational development.
The Ministry of Education and Training also introduced 10 performance indicators to measure training effectiveness and institutional quality. Several indicators include clearly defined targets, such as at least 70 percent of graduates finding employment related to their field of study or continuing further education. Other targets include employer satisfaction levels reaching 70 percent or higher and training programs involving employer participation reaching similar levels. Authorities stated that these indicators are intended to strengthen the connection between vocational education and labor market needs.
The new regulations also place strong emphasis on digital transformation in the education sector. Under the circular, vocational education institutions must ensure that at least 20 percent of subjects and modules in each training program are capable of being taught online. Officials said the government wants to improve digital learning systems, strengthen information management, and ensure data security within vocational institutions. The circular also requires accurate and regularly updated databases to support educational management and quality assurance processes.
In addition to academic and digital requirements, the circular outlines several operational targets for vocational institutions. These include maintaining enrollment rates of at least 50 percent of enrollment targets, ensuring that at least 60 percent of students complete their programs on time, and having full-time teachers conduct at least 60 percent of teaching hours. Authorities believe these standards will improve training efficiency and strengthen the overall capacity of vocational education institutions across the country.
The Ministry of Education and Training stated that vocational education institutions must conduct annual self-assessments and publicly disclose their results to improve transparency and accountability. The circular officially took effect on April 29, 2026. Institutions established before January 1, 2026, will be given a transition period of 60 months to fully meet the new standards. During this period, institutions must continue updating data, conducting self-evaluations, and preparing development plans to comply with the new national requirements for vocational education quality.
