Vietnam has started a comprehensive review of its political system and two-tier local government model after one year of nationwide implementation. The review process was discussed during a high-level meeting chaired by Deputy Prime Minister Pham Thi Thanh Tra in Hanoi on May 15, 2026.
The meeting focused on preparing a detailed assessment report that will examine how the reorganized administrative system has functioned across ministries, sectors and local governments. Senior officials from the Ministry of Interior, Government Office and other state agencies attended the discussion to finalize plans for the nationwide review.
Deputy Prime Minister Pham Thi Thanh Tra said the purpose of the preliminary review is to provide a complete and objective assessment of the new governance model. The government aims to identify successful administrative reforms, operational achievements, existing difficulties and lessons learned during the first year of implementation.
Vietnam introduced the two-tier local government model as part of a wider administrative restructuring plan designed to improve efficiency, strengthen state management and modernize governance systems. Authorities also carried out the reorganization of administrative units and public service institutions across multiple regions and ministries.
According to officials, ministries and provincial authorities will prepare separate reports that will later be combined into a central national review document. The Ministry of Interior has been assigned the responsibility of developing the main report outline and coordinating data collection from different agencies and localities.
The review will also focus heavily on decentralization, delegation of power, administrative procedure reform and digital transformation. Authorities are expected to assess the performance of public administrative service centers, infrastructure systems, financial management and the handling of surplus public assets created during restructuring.
Government officials stated that some ministries have already made significant progress in restructuring public service units. Ministries linked to science, finance and industry reportedly advanced quickly in organizational reforms. However, authorities acknowledged that progress remains slower in some sectors, particularly education and training.
The Deputy Prime Minister emphasized the importance of completing the review process on time and instructed ministries to continuously update reports and statistical data. She also called for an honest evaluation of workforce restructuring, reductions in staffing and the effectiveness of local government operations after one year.
Vietnam’s government believes the findings from the review will help shape future reforms between 2026 and 2030. Officials hope the process will strengthen governance systems, improve administrative efficiency and support the country’s long-term development goals in the coming years.
A special working group may also be established to supervise the review process, compile information and finalize reports for the national assessment. Authorities say the review is expected to provide important guidance for future policy decisions and administrative modernization efforts across Vietnam.
