Vietnam’s government has ordered ministries and local authorities to speed up administrative reforms while ensuring that citizens and businesses do not face disruptions during the implementation process.
Deputy Prime Minister Pham Thi Thanh Tra signed an official directive focused on reducing and simplifying administrative procedures, business registration rules, and investment conditions across multiple sectors. The directive aims to improve efficiency while supporting economic growth and public services.
The government stated that several resolutions have already been issued to reduce unnecessary paperwork, decentralize administrative powers, and simplify investment and business regulations. Authorities said the reforms are linked to Vietnam’s long-term economic development strategy and efforts to achieve strong economic growth targets.
Officials praised ministries including the Ministry of Justice, Ministry of Finance, Ministry of Agriculture and Environment, and the Government Office for actively coordinating reform measures and helping remove obstacles affecting businesses and citizens.
Under the new directive, ministries and agencies have been instructed to closely coordinate with local governments to ensure administrative systems continue operating smoothly during the transition period. Authorities were also told to complete public disclosure of simplified procedures and revised regulations according to legal deadlines.
The government emphasized that local administrations must immediately implement decentralized procedures without interruption and provide training and technical support for local officials. Ministries were ordered to finish upgrading and synchronizing their administrative procedure systems before June 10, 2026.
Vietnam also warned agencies against creating additional unnecessary administrative barriers or introducing new procedures that could increase compliance costs for businesses and citizens. Officials stressed that reforms must remain practical, transparent, and business-friendly.
The directive also calls for immediate resolution of complaints and obstacles reported by businesses and the public during the implementation process. Ministries and local authorities were instructed to quickly handle issues within their authority and report larger concerns to higher levels of government.
Vietnam’s Ministry of Justice will continue independently evaluating the implementation of administrative reforms nationwide. The government also plans to launch a pilot evaluation and scoring system for ministries and localities beginning in July 2026 to monitor reform performance and ensure accountability.
