The Supreme Court of India has directed chief secretaries of all states and Union Territories to personally appear before the bench after many failed to comply with previous directions related to the stray dogs case.
A bench comprising Justices Vikram Nath, Sandeep Mehta, and N.V. Anjaria expressed serious concern over the lack of accountability and slow action by several state administrations. The court noted that despite repeated instructions to submit compliance reports on steps taken to manage stray dogs and ensure public safety, several states have not responded.
During the hearing, the court made it clear that no further excuses would be entertained and ordered all defaulting chief secretaries to appear in person, not through video conferencing. “The issue involves both public safety and animal welfare, and such negligence cannot be ignored,” the bench observed.
On November 3, several state representatives appeared before the court and apologized for the delay, assuring that necessary measures were being implemented. The court accepted their apologies but warned that any further non-compliance would attract strict action.
The bench also emphasized that authorities must take balanced and humane steps to handle the rising stray dog population, keeping in mind both citizen safety and animal rights. The matter has been listed for further hearing on November 7, when the court is expected to pass detailed directions.
