Moscow has launched an extensive set of 22 national standards aimed at regulating artificial intelligence within the healthcare sector. These initiatives strive to elevate patient care, streamline clinical processes, and maintain ethical standards. The guidelines focus on neural networks in health management, predictive analytics, remote monitoring, and Clinical Decision Support Systems (CDSS).
Anastasia Rakova, Deputy Mayor of Moscow for Social Development, highlighted the city's extensive experience in incorporating AI into the medical field: “Moscow has harnessed considerable expertise to assist doctors in their daily practices, enhancing diagnostic accuracy and treatment quality. This groundwork is now pivotal for national standards that will accelerate the integration of AI across Russia, establishing a strong ecosystem with defined quality benchmarks.”
The MosMedAI platform, which utilizes AI for medical imaging analysis, has reached 74 regions, including two new additions, allowing medical professionals to handle unlimited X-ray evaluations effectively. Over 2,000 healthcare institutions across the country now benefit from this platform, leveraging AI-driven diagnostics, continuous technical support, and consistent quality control managed by the Moscow Department of Healthcare's Diagnostics and Telemedicine Center.
In 2024, nine of the 22 standards (including two pre-standards) were put into effect, laying out the principles for the responsible and ethical application of AI in medicine. An additional five standards are projected to be implemented by January 2026. These documents furnish a well-defined framework for using AI in medical decision-making, remote monitoring, predictive analytics, and healthcare management, while also guiding ethical considerations.
Since its nationwide launch, MosMedAI has facilitated the analysis of over eight million examinations, underscoring the effectiveness and adaptability of Moscow's AI-enhanced healthcare strategies. With these standards, Russia is set to craft a unified and dependable ecosystem for AI in medicine, promoting quality, safety, and innovation in healthcare delivery.
