Malaysia’s Human Resources Ministry, known as Ministry of Human Resources Malaysia, has clarified that proposals for a digital foreign worker recruitment system are still under evaluation and no final decisions have been made. The ministry emphasized that there are currently no commitments, agreements, or appointments with any party regarding the system.
In an official statement, the ministry said it is conducting detailed reviews and refining the proposal through preliminary engagement sessions with labour source countries and industry stakeholders. Discussions are also ongoing with the technology provider of the Foreign Worker Centralised Management System, which has been used to manage foreign worker entry into Malaysia since 2015.
The ministry also warned that reports suggesting a final decision has already been made are inaccurate and misleading. Authorities stressed that the evaluation process is still ongoing and reflects the government’s careful approach toward labour reforms.
A comprehensive study of the foreign worker ecosystem revealed gaps in recruitment processes, especially in source countries. Issues such as debt bondage and worker exploitation risks have been identified, prompting the government to explore a more transparent and efficient system.
To address these challenges, the ministry is considering an artificial intelligence-based digital recruitment system. This system would allow employers to directly recruit foreign workers based on actual workforce needs, covering steps such as registration, job matching, contract agreements, and deployment processes.
The proposed model aims to ensure that recruitment costs are fully borne by employers, reducing dependence on intermediaries and eliminating financial burdens on workers. It is also aligned with fair and ethical recruitment standards promoted by the International Labour Organization.
Officials added that any future implementation will remain under full government control and will be integrated with existing systems. The proposal will undergo further consultations and Cabinet approval before any final rollout, as Malaysia continues efforts to modernise its labour system while reducing long-term reliance on foreign workers.
