Japan and the Philippines have moved to further strengthen their strategic and defense partnership during Philippine President Ferdinand Marcos Jr.’s four-day state visit to Tokyo. The visit, marked by ceremonial honors and high-level diplomatic meetings, reflects Japan’s growing efforts to deepen regional security cooperation amid rising concerns over China’s military activities in Asia.
President Marcos received an exceptional welcome from Japanese leaders, including an official greeting from Emperor Naruhito and the presentation of the prestigious Grand Cordon of the Supreme Order of the Chrysanthemum. The state visit also included a palace banquet and several bilateral meetings focused on defense, security, and economic cooperation.
Japanese Prime Minister Sanae Takaichi and President Marcos are expected to finalize agreements aimed at expanding military coordination and weapons cooperation between the two countries. Discussions reportedly include negotiations over the possible sale of Japanese Abukuma-class destroyers, TC-90 training aircraft, and additional defense systems to the Philippines.
The visit comes shortly after Japan lifted long-standing restrictions on lethal weapons exports, marking a major shift in its postwar pacifist policy. Analysts say the Philippines has emerged as one of the first major potential customers under Japan’s new defense export strategy as Tokyo accelerates efforts to strengthen its military and regional influence.
China remains a central factor behind the growing defense partnership. Both Tokyo and Manila have increased security coordination in response to tensions in the South China Sea, East China Sea, and concerns surrounding Taiwan. The United States, a close ally of both nations, also supports stronger trilateral military cooperation as part of broader regional security efforts.
Officials from both countries are additionally preparing talks on a military intelligence-sharing agreement that would improve communication, surveillance cooperation, and joint defense planning. Japan has already supplied coastal surveillance radar systems to the Philippines as part of its security assistance program.
During Marcos’ presidency, Japan and the Philippines have rapidly expanded defense cooperation through multiple bilateral agreements. In recent years, the two countries signed military access and logistics support agreements allowing their forces to conduct joint exercises, exchange supplies, and improve operational coordination.
Energy security also featured prominently during the visit. Japanese and Philippine leaders discussed cooperation on oil reserve infrastructure and regional energy stability following disruptions linked to tensions in the Middle East and transport risks around the Strait of Hormuz.
Analysts believe Japan is seeking to establish long-term strategic ties with the Philippines that will continue beyond Marcos’ presidency in 2028. Tokyo views Manila as a critical regional partner in maintaining stability, securing trade routes, and balancing geopolitical tensions across the Indo-Pacific region.
