Dubai's Digital Economy Welcomes 1,690 Startups in 2025

The Dubai Chamber of Digital Economy achieved a remarkable feat in 2025, aiding the growth of 1,690 digital startups, which represents a 39.7% increase from the previous year. This accomplishment highlights the chamber's essential role in positioning Dubai as a premier global hub for digital innovation and entrepreneurship.

A considerable portion of the supported startups operated in rapidly evolving tech sectors, with approximately 15% in artificial intelligence (AI) and 12% in fintech. Furthermore, fields such as mobility technology, software-as-a-service (SaaS), and e-commerce accounted for an additional 20%. Remarkably, 75% of the startups assisted were global entities, further emphasizing Dubai’s growing allure as a digital business location.

Dubai Founders HQ Enhances Startup Landscape

In October 2024, Dubai launched the Dubai Founders HQ, a flagship initiative aimed at consolidating and enhancing the emirate’s startup ecosystem. This platform merges a physical innovation hub with a comprehensive digital infrastructure, fostering a collaborative space for founders, investors, corporates, and other stakeholders. Its goal is to boost innovation, business growth, and global scalability for startups emerging from Dubai.

A Visionary Approach to the Digital Economy

The Minister of State for Artificial Intelligence, Digital Economy, and Remote Work Applications, who also heads the Dubai Chamber of Digital Economy, underlined the commitment of Dubai's leadership to cultivating a fully integrated digital economy backed by superior infrastructure and adaptable regulations. The chamber is dedicated to empowering digital enterprises to flourish on a global scale from Dubai, providing critical infrastructure, regulatory landscapes, talent, and market access.

Extensive Support Via the ‘Business in Dubai’ Platform

Through its ‘Business in Dubai’ platform, the chamber offers combined corporate services, business networking, and partnerships with reliable service providers. In 2025, 48% of supported startups received aid with business setup and incubators, while 31% enjoyed assistance with market entry, investor outreach, and operational support.

Create Apps Championship Fosters Innovation

The Create Apps Championship, part of the Create Apps in Dubai initiative, continues to draw innovators globally. The first two editions garnered over 5,800 registrations and enabled the development of 55 innovative applications. The third edition unveiled a Participant Support Programme aimed at launching 50 more applications, offering funding packages exceeding AED 2.5 million alongside training and mentorship opportunities.

Expand North Star 2025 Achieves Global Success

The 10th iteration of Expand North Star 2025, organized by the Dubai Chamber of Digital Economy, set new records with over 2,000 startups and 1,200 investors managing assets over US$1.1 trillion, along with founders from 40 unicorn companies valued at a collective US$900 billion. This event reaffirmed Dubai’s influential role in global digital entrepreneurship and technology investment.

Global Engagement and Leadership

In 2025, the chamber hosted 36 strategic ecosystem events and 17 international roadshows in key global markets like Australia, Canada, and the United Kingdom. These initiatives engaged over 2,500 digital startups and partners, showcasing the vast opportunities within Dubai’s digital economy.

Additionally, the chamber produced eight strategic reports, including The Entrepreneur’s AI Playbook, designed to aid entrepreneurs in leveraging AI tools for scaling their businesses, alongside insights into foreign investment opportunities in the tech sector.
