New Delhi, Nov 11, 2025 – Authorities have apprehended Dr. Shaheena Shahid, a doctor from Lucknow, due to her suspected involvement in establishing a women’s faction of the Pakistan-based terrorist group Jaish-e-Mohammed (JeM) within India. This arrest follows a significant bust of a terror cell in Faridabad, close to Delhi, where explosives and firearms were seized.
Dr. Shahid is believed to have played a key role in setting up JeM’s inaugural women’s brigade, Jamaat ul-Mominaat, which is led by Sadiya Azhar, the sister of the group's founder, Masood Azhar. This development indicates a disturbing trend in JeM’s recruitment strategies, as reports suggest that Shahid has been enlisting women connected to JeM operatives and from vulnerable communities in northern India.
The details of Dr. Shahid’s ties to JeM emerged after the arrest of her associate, Kashmiri doctor Muzammil Ganaie, also known as Musaib, in Faridabad. Investigations uncovered nearly 2,900 kg of explosives, timers, and various firearms from his rented premises. Shahid's vehicle, a Maruti Suzuki Swift registered in Faridabad, was found containing an assault rifle, a pistol, and ammunition, establishing a direct link to the terror activities.
Residing in Lal Bagh, Lucknow, Dr. Shahid has affiliations with Al-Falah University. Her connections to JeM's operational network in India have sparked investigations into the wider implications of recruitment and radicalization within the women’s faction. The Jamaat ul-Mominaat began its recruitment efforts in October at various JeM centers in Pakistan, focusing on the spouses of commanders and economically disadvantaged women in cities such as Bahawalpur, Karachi, Muzaffarabad, Kotli, Haripur, and Mansehra.
Officials indicate that these arrests signify a evolved operational tactic by JeM, including enlisting professionals, such as doctors, to facilitate terror activities. These developments are part of an extensive crackdown on JeM operations in India and highlight the persistent threat from transnational terrorist organizations.
Investigators are currently tracing the network's connections in both India and Pakistan, with Dr. Shaheena Shahid remaining in custody as they compile further evidence regarding her role in this terror module.
