The government of Vietnam has clarified rules regarding tuition fee support for students, especially those coming from disadvantaged areas. The clarification comes after questions were raised about eligibility when students study outside their registered residential zones.
The issue was highlighted through a case from Thai Nguyen, where a family with permanent residence in a Zone III area, known for being economically disadvantaged, had temporarily moved to another ward for work. Their child is currently studying in a school outside the registered home area.
According to the Ministry of Education and Training, tuition support policies are clearly defined under government regulations. Students are eligible for support only if they both reside and study in officially recognized disadvantaged areas, such as Zone III communes or similar designated regions.
The ministry explained that if a student studies in a different area that is not listed as disadvantaged, they will not qualify for financial support. This applies even if their permanent residence is still registered in a Zone III area.
In this specific case, the child was attending school in a ward that is not classified under the disadvantaged area list issued by local authorities. As a result, the student does not meet the conditions required for receiving educational expense support.
Officials stated that the policy aims to ensure fairness and proper allocation of resources to those studying directly within disadvantaged regions. The support is designed to benefit students who face challenges due to limited access to educational facilities in such areas.
The clarification is expected to help parents better understand eligibility rules and avoid confusion. Authorities have also encouraged families to check local regulations carefully before applying for any education-related financial assistance.
