Vietnam is accelerating plans to develop quantum technology as part of its long-term national strategy for digital transformation, technological independence, and national security. General Secretary and President To Lam chaired a high-level meeting in Hanoi focused on finalizing a strategic roadmap for research, application, and development of quantum technology in Vietnam.
The meeting was attended by senior members of the Politburo, government officials, scientific institutions, universities, and major corporations. Discussions focused on how quantum technology could support socio-economic development while strengthening Vietnam’s national defense, cybersecurity, and digital sovereignty in the years ahead.
President To Lam emphasized that quantum technology should not be viewed only as a scientific research topic but as a major national strategic issue directly connected to the country’s future competitiveness. He said Vietnam must integrate quantum development into broader national goals involving artificial intelligence, semiconductors, national data systems, space technology, and digital transformation.
The Vietnamese leader warned that if quantum technology development is separated from practical national objectives, it could become an expensive research effort with limited real-world value. He stressed the importance of building genuine national capabilities instead of pursuing symbolic or fragmented projects without long-term strategic impact.
According to officials, Vietnam plans to focus on realistic and achievable priorities suitable to the country’s current conditions. President To Lam urged authorities to avoid rushed investments, scattered funding, or projects driven by formalism. Instead, he called for concentrated investment into strong research centers, advanced laboratories, and coordinated partnerships between universities, businesses, and defense agencies.
The government also highlighted the importance of protecting digital sovereignty and strengthening cybersecurity capabilities through early investment in quantum technologies. Authorities said international cooperation would remain important, but partnerships must help strengthen Vietnam’s self-reliance rather than create technological dependence on foreign countries.
Human resource development was identified as another major priority during the meeting. President To Lam called for the creation of a national quantum workforce development program aimed at training young scientists, attracting overseas Vietnamese researchers, and building strong domestic research teams capable of competing internationally.
Officials also stressed the need to create a full innovation ecosystem involving government agencies, universities, research institutes, private businesses, and defense organizations. Vietnam hopes to encourage the commercialization of quantum technologies so that research moves beyond laboratories and leads to practical products and economic value.
President To Lam concluded by urging authorities to refine the national quantum technology strategy with clear goals, implementation roadmaps, investment mechanisms, and international cooperation plans. He said Vietnam must act early and strategically to ensure the country remains competitive in the next generation of global technological development.
