The government of Vietnam has introduced new regulations outlining the conditions for communes and provinces to be recognized as meeting new rural and modern rural standards for the 2026–2030 period. The decision aims to ensure consistent and sustainable rural development across the country.
The policy, signed by Deputy Prime Minister Ho Quoc Dung, provides detailed guidance on how localities can achieve official recognition. It also defines the procedures for evaluation, approval, and revocation of such status if conditions are not maintained.
According to the new rules, a commune must fully meet all national criteria for new rural areas. These criteria include planning, infrastructure, economic development, and social services. In addition, the satisfaction level of local residents is an important factor in determining recognition.
For communes aiming to achieve modern new rural status, the requirements are even higher. They must meet advanced standards outlined in a specific framework designed to pilot modern rural development. Public satisfaction remains a key requirement in this category as well.
The decision also outlines conditions for provinces and cities to be recognized as having completed the task of building new rural areas. These include meeting all required criteria at the provincial level and ensuring that a majority of communes meet the standards.
Authorities have also clarified how evaluation results will be used. Depending on the timing of the assessment, results from the current or previous year may be considered. This ensures flexibility while maintaining accuracy in the recognition process.
Importantly, the policy includes strict conditions for revoking recognition. A commune may lose its status if it fails to meet a significant number of criteria or if overall performance declines below required standards. Similar rules apply to provinces if multiple communes fail to maintain their status.
Officials stated that these measures are necessary to ensure quality and accountability in rural development programs. The goal is not only to achieve recognition but also to maintain long-term progress and improve living standards.
The decision replaces earlier policies and is expected to strengthen Vietnam’s national rural development strategy. It reflects the government’s commitment to building modern, sustainable, and inclusive rural communities.
