Vietnam is preparing new regulations for the establishment and management of a National Scholarship Fund aimed at supporting talented students and strengthening the country’s long-term education development strategy. The Ministry of Education and Training has released a draft decree for public consultation as part of efforts to modernize and improve Vietnam’s scholarship system.
According to the ministry, the current scholarship system remains fragmented and largely focused on short-term assistance. Officials said there is currently no national-level mechanism capable of identifying talented students early, providing continuous support and coordinating scholarship resources effectively across different levels of education.
The proposed National Scholarship Fund is designed to become a long-term policy tool that supports students from secondary school to postgraduate education. Authorities believe the fund will help create a more organized and transparent scholarship system while improving the development of high-quality human resources for the country’s future economic and technological growth.
Under the draft decree, the fund will operate as a non-profit organization with its own legal status, official seal and independent bank account. Financial resources will be separately managed and monitored to ensure transparency, accountability and proper use of scholarship funds.
Officials stated that the government budget will provide initial financial support for the fund, while additional resources can be raised through donations, sponsorships and contributions from domestic and international organizations, businesses and individuals. The ministry said this flexible funding mechanism is intended to encourage wider participation in educational development.
The draft regulations also introduce measures to avoid duplication between the National Scholarship Fund and existing state scholarship programmes. Authorities explained that the same educational support or financial assistance will not be granted simultaneously from multiple government-funded sources.
The scholarship fund is expected to include five major scholarship programmes covering talent development, overseas studies, international cooperation programmes, scholarships for foreign students studying in Vietnam and financial support for disadvantaged or priority student groups. The ministry emphasized that scholarship selection will be based on transparent evaluation systems, academic performance, development potential and student abilities.
Vietnamese officials said one of the key innovations of the proposed fund is its focus on long-term investment in human capital rather than short-term academic rewards. The programme aims to support students throughout their educational journey while promoting innovation, science, digital transformation and national competitiveness.
The Ministry of Education and Training stated that the National Scholarship Fund could also help raise the international profile of Vietnamese education by attracting more international students and expanding global academic cooperation. Authorities believe the new system will play an important role in strengthening Vietnam’s education sector and preparing skilled professionals for the country’s future development.
