Vietnam’s government is moving forward with a major revision of its National Land Use Planning strategy for the 2021-2030 period with a long-term vision extending to 2050. The initiative aims to balance rapid economic growth with environmental protection, food security and sustainable urban expansion.
Deputy Prime Minister Ho Quoc Dung chaired a high-level meeting in Hanoi to review the proposed adjustments and discuss the implementation of land management policies. Senior officials from the Ministry of Agriculture and Environment and multiple government sectors attended the discussions.
Officials said Vietnam’s development priorities have changed significantly over the past five years, particularly with growing demands for industrial zones, urban infrastructure and economic expansion. As a result, the country now requires a more flexible and forward-looking land use framework.
During the meeting, ministries reviewed several important land categories including rice farming areas, protected forests, special-use forests and land reserved for national defence and security. Authorities stressed that planning adjustments must avoid land waste while also preventing long-term delays in development projects.
Deputy Prime Minister Ho Quoc Dung emphasized that future land planning must support both immediate economic needs and long-term national interests. He warned against fragmented development and said land management should remain connected with broader national, regional and sectoral strategies.
Officials also highlighted the importance of maintaining food security, especially protecting rice-growing land in the Mekong Delta region. At the same time, discussions included creating more room for industrial growth, transport infrastructure, urban development and public services in areas with lower agricultural efficiency.
The revised planning process will also consider climate change, urbanisation, global market trends, modern farming technology and environmental risks. Authorities believe these factors are essential for building a sustainable and resilient land management system for the future.
Vietnam’s Ministry of Agriculture and Environment confirmed that it will continue refining the revised planning proposal to ensure it aligns with the country’s long-term economic vision while protecting environmental stability and national security.
