Vietnam Focuses on Stronger Local Governance

Vietnam has reaffirmed its commitment to strengthening local governance and modernizing administrative systems during the National People’s Council Conference held in Hanoi on May 28, 2026. The major conference, organized by the Standing Committee of the National Assembly, focused on reviewing achievements from the 2021-2026 term while setting new priorities and reforms for the 2026-2031 period.

National Assembly Chairman Tran Thanh Man described the event as an important opportunity to better understand the role and responsibilities of local elected bodies in Vietnam’s new stage of national development. He emphasized that the conference was not only about reviewing past activities but also about identifying challenges, lessons learned, and new strategies to improve governance and public service systems across the country.

The conference was conducted both in person and online across 33 provinces and cities, reflecting Vietnam’s growing focus on digital governance and nationwide administrative coordination. Officials reviewed the performance of People’s Councils at provincial and city levels while discussing solutions aimed at improving efficiency, accountability, and decision-making quality in local administrations.

Tran Thanh Man noted that the 2021-2026 term had been especially challenging due to the COVID-19 pandemic, climate-related disasters, and rapidly changing global conditions. Despite these pressures, Vietnam continued implementing major reforms including decentralization, administrative restructuring, digital transformation, and changes in national governance models. Authorities praised local People’s Councils for maintaining stability and representing public interests during difficult periods.

However, officials also acknowledged several ongoing challenges linked to the implementation of the country’s two-tier local government model. Concerns were raised about increasing workloads, larger administrative areas, uneven staff capacity, and limitations in information technology infrastructure in some regions. Vietnam’s leadership stated that these issues will continue to receive close attention as further reforms move forward.

The conference also focused heavily on innovation, technology, and digital transformation in governance. Leaders discussed expanding the use of science, artificial intelligence, and digital tools within People’s Council operations to improve transparency, public engagement, and administrative efficiency. Authorities stressed that modern governance must become more people-centered, data-driven, and service-oriented.

Hanoi People’s Committee Chairman Vu Dai Thang highlighted the capital city’s long-term development strategy during the event. He said Hanoi plans to accelerate digital transformation, improve infrastructure, strengthen public administration, and develop modern urban railway and transportation systems. He also emphasized the importance of building a government culture that encourages responsibility, fast decision-making, and effective public service.

Vietnamese leaders concluded the conference by reaffirming their commitment to creating a streamlined, transparent, and efficient governance system capable of supporting long-term economic growth and improving the quality of life for citizens nationwide.
