Vietnam has issued a comprehensive set of directives and policy instructions aimed at accelerating national development, strengthening governance, and improving economic performance across multiple sectors. The announcement reflects the Government’s focus on legislative reforms, infrastructure development, tourism expansion, and digital transformation as key priorities for 2026.
One of the major highlights is the decision to include amendments to the law governing Vietnamese workers going abroad under contract in the 2026 legislative program. The move is intended to improve legal frameworks, ensure better protection of workers, and enhance the efficiency of overseas employment policies. Authorities have assigned specific ministries to take responsibility for drafting and submitting these legal reforms within strict timelines.
The Government has also revised responsibilities for drafting several important laws across ministries, including those related to real estate, housing, food safety, commerce, electricity, and customs. These legislative efforts are expected to strengthen institutional frameworks, improve business conditions, and align Vietnam’s legal system with current economic realities. Officials emphasized that timely completion of these draft laws is critical for maintaining reform momentum and supporting long term growth.
In addition to legal reforms, the Government approved major plans to preserve and develop key national heritage sites such as the Trang An landscape complex in Ninh Binh province. The objective is to balance conservation with sustainable tourism development, transforming the area into a globally recognized destination while protecting its cultural and environmental value. Similar efforts are being planned for Ha Long Bay, focusing on preserving biodiversity, cultural identity, and natural ecosystems while enhancing tourism infrastructure and services.
Infrastructure development remains another central focus, particularly the Long Thanh International Airport project, which is considered one of the country’s most important national projects. The Government has directed all relevant agencies to accelerate construction progress and resolve existing challenges to ensure that the airport becomes operational in 2026. Authorities acknowledged difficulties such as funding issues, construction delays, and resource constraints but stressed that meeting the deadline is a mandatory national priority.
The directives also include measures to strengthen coordination among ministries and local governments to address obstacles related to materials supply, workforce availability, and project management. Officials have been instructed to increase accountability, improve efficiency, and ensure that all stakeholders contribute effectively to project completion. The Government has also emphasized transparency and strict handling of any violations during project implementation.
Another key initiative is the establishment of a Steering Committee to oversee digital transformation in criminal proceedings and enforcement systems. This project aims to modernize legal processes, improve data sharing, and enhance efficiency through technology. The committee will coordinate among various ministries and agencies to ensure secure and effective implementation of digital systems in law enforcement and judicial activities.
The Government has further stressed the importance of continuing to propose additional legislative projects aligned with national development strategies and political directives. Ministries have been instructed to actively review policies, identify gaps, and introduce new initiatives that support economic growth and institutional improvement.
Overall, these directives reflect Vietnam’s strong commitment to comprehensive reforms and sustainable development. By focusing on legal modernization, infrastructure expansion, tourism growth, and digital transformation, the Government aims to strengthen its global competitiveness and ensure long term economic stability.
