Vietnam and the European Union are moving toward stronger cooperation in science, technology, and innovation following a high-level meeting between Deputy Prime Minister Ho Quoc Dung and European Union Commissioner for Research, Entrepreneurship and Innovation Ekaterina Zaharieva in Hanoi.
The meeting took place on May 26 at the Government Headquarters and focused on expanding bilateral cooperation in research, digital transformation, innovation, and sustainable development. Senior representatives from Vietnam’s Ministry of Foreign Affairs, Ministry of Science and Technology, Ministry of Finance, and Government Office also attended the discussions.
Deputy Prime Minister Ho Quoc Dung warmly welcomed the EU delegation and praised the positive development of Vietnam-EU relations in recent years. He stated that the partnership between Vietnam and the European Union has grown stronger across many sectors including trade, investment, science, technology, and education.
The Deputy Prime Minister highlighted the importance of the recently upgraded Comprehensive Strategic Partnership between Vietnam and the EU, established during the visit of the President of the European Council to Vietnam in January 2026. He said the new partnership framework opens major opportunities for deeper cooperation in innovation and high technology sectors.
During the meeting, both sides highly appreciated preparations for signing a Letter of Intent aimed at strengthening cooperation in science, technology, and innovation. Vietnamese officials described the agreement as an important step that will help connect Vietnam’s research institutions, universities, startups, and businesses with major European innovation programs.
Ho Quoc Dung emphasized that Vietnam has strong growth potential because of its young workforce, expanding digital economy, and rapidly developing innovation ecosystem. He said the country wants to cooperate more closely with the EU in fields such as artificial intelligence, green technology, renewable energy, digital transformation, and sustainable economic development.
EU Commissioner Ekaterina Zaharieva praised Vietnam’s innovation potential and noted that the European Union remains one of the world’s largest centers for research and development investment. She said the EU is planning to significantly increase investment and cooperation programs related to science and innovation in the coming years.
The Commissioner explained that the upcoming cooperation agreement will allow Vietnamese universities, businesses, and research organizations to participate more actively in Horizon Europe, one of the EU’s largest research and innovation programs. She also said growing European business investment in Vietnam would support technology transfer and strengthen the country’s innovation capacity.
Deputy Prime Minister Ho Quoc Dung thanked the EU for its continued support and reaffirmed Vietnam’s commitment to expanding cooperation with Europe in modern technologies, clean energy, circular economy development, and digital transformation. Both sides expressed confidence that stronger cooperation in innovation would bring long-term benefits for economic growth and sustainable development.
