Vietnam has initiated a comprehensive push to reform its public administration system, focusing on organizational restructuring, improving civil service quality, and enhancing governance efficiency. The move comes as part of broader efforts to modernize the state apparatus and align it with evolving socio-economic demands.
Deputy Prime Minister Pham Thi Thanh Tra has signed an official directive outlining key tasks for ministries, agencies, and local authorities. The document emphasizes the need to implement reforms in line with resolutions passed by the National Assembly and the strategic goals set by the Communist Party.
The directive calls for an urgent review and streamlining of internal organizational structures within ministries and ministerial-level agencies. Authorities have been instructed to assess their functions, responsibilities, and operational frameworks, and where necessary, develop updated legal frameworks to redefine their roles. These proposals are to be submitted for review and approval within strict deadlines, reflecting the government’s intent to accelerate reform processes.
Another critical focus area is the restructuring of inter-ministerial coordinating bodies. Ministries are required to evaluate the effectiveness of existing organizations and propose consolidation or dissolution of units that are redundant or inefficient. This step is aimed at reducing overlap, improving coordination, and ensuring that administrative systems function more effectively.
The government is also conducting a review of the two-tier local government system after one year of implementation. This assessment will examine how decentralization and delegation of authority have been carried out at various levels, identifying challenges and proposing solutions to improve governance at the grassroots level. Local authorities have been directed to actively participate in this review and recommend necessary policy adjustments.
In addition, the directive highlights the importance of improving the quality of civil servants, particularly at the grassroots level. The Ministry of Interior has been tasked with developing new policies and directives to enhance training, performance, and accountability among public officials. This initiative is expected to play a key role in building a more capable and responsive administrative workforce.
The document also addresses the role of emulation and commendation in motivating public sector performance. Plans are underway to launch nationwide campaigns aimed at achieving socio-economic development targets for the 2026–2030 period, in line with national priorities. These efforts are designed to encourage innovation, efficiency, and commitment within the public sector.
Overall, the reforms signal Vietnam’s strong commitment to building a streamlined, efficient, and transparent governance system. By focusing on structural improvements, decentralization, and human resource development, the government aims to create a more effective administrative framework capable of supporting long-term national development.
