The Vietnamese government has announced a comprehensive support package for students studying in boarding schools and schools located in land border communes. The initiative comes under Decree 188/2026/ND-CP, issued on May 27, 2026, with the objective of improving educational access and living conditions for children in remote and disadvantaged regions.
Under the new policy, students attending midday boarding programs will receive a monthly meal allowance of 450,000 Vietnamese Dong for up to nine months each academic year. Boarding students will receive a higher food allowance of 1.17 million Vietnamese Dong per month during the same period, helping families cope with living expenses while encouraging continued school attendance.
The decree also strengthens food security measures by providing rice assistance to eligible students. Midday boarding students will receive eight kilograms of rice every month, while full boarding students will receive fifteen kilograms monthly. The support will be available for a maximum of nine months during each school year, ensuring that students have access to basic nutritional needs throughout their studies.
In addition to food assistance, the government will provide financial support for school supplies and personal necessities. Each school year, students attending boarding schools will receive funding worth 2.05 million Vietnamese Dong to purchase uniforms, notebooks, stationery, and learning materials. Boarding students will also receive a one-time support package at each educational level for blankets, mosquito nets, and other personal items valued at the same amount.
The decree includes special provisions for first-grade ethnic minority students who participate in Vietnamese language preparation classes before formally entering primary education. These students will receive an additional month of meal and rice assistance, helping them adapt more smoothly to the school environment and improve educational outcomes.
Beyond student benefits, boarding schools themselves will receive increased government support. Schools will be prioritized for infrastructure development, educational equipment upgrades, and facility maintenance. Institutions will receive operational funding of 100,000 Vietnamese Dong per student per month for up to nine months annually to maintain stable operations and improve learning conditions.
Additional funding will be provided for health examinations, student welfare services, cultural and sports activities, educational programs, electricity and water expenses, kitchen facilities, and student management services. Authorities stated that the policy is designed to ensure transparency in implementation while strengthening educational opportunities for students living in some of Vietnam’s most geographically challenging regions. Officials believe the expanded support system will help reduce educational inequalities and contribute to long-term social and economic development across the country.
