President Volodymyr Zelensky of Ukraine has presented a revamped 20-point peace initiative aimed at resolving the ongoing war with Russia. This new approach takes into account crucial demands from Moscow while also seeking robust security assurances from the US, NATO, and European allies to safeguard Ukraine's sovereignty.
A notable feature of the plan is the suggested withdrawal of Ukrainian forces from certain sections of the eastern Donbas area, fulfilling one of Russia's previous conditions for negotiation. However, instead of a straightforward military exit, the proposal outlines two potential frameworks for the region: the establishment of a free economic zone or the formation of a demilitarized area. Both alternatives aim to ease tensions and foster economic collaboration without undermining Ukraine's security.
Zelensky highlighted that the most delicate matters, particularly regarding territorial governance, must ultimately be addressed through dialogue between the leaders of Ukraine and Russia. This acknowledges that some issues are too significant and intricate to be resolved solely by negotiators.
While indicating a possible drawdown in eastern troops, the plan underscores the importance of maintaining a formidable Ukrainian military, with a force of up to 800,000 personnel. This is to ensure that Ukraine is well-equipped to defend itself against further hostility.
Beyond the focus on the Donbas, the peace plan calls for the withdrawal of Russian forces from four additional Ukrainian regions that have been engulfed in conflict: Dnipropetrovsk, Mykolaiv, Sumy, and Kharkiv. These territories are crucial for Ukraine's territorial integrity and have experienced intense fighting.
A particularly sensitive aspect of the proposal includes the Zaporizhzhia nuclear power plant, which remains under Russian control. The initiative proposes the creation of a special economic zone around the facility to mitigate security threats and avoid potential nuclear emergencies.
Overall, this updated 20-point peace initiative seeks to strike a balance between Ukraine’s security needs and the economic realities surrounding conflict zones. By putting forward innovative solutions like economic zones along with strong international security agreements, the proposal presents a fresh framework that may lead to a sustainable end to the war.
The effectiveness of this peace effort will heavily depend on high-level negotiations and Russia's readiness for constructive engagement.
