A political controversy has erupted in Nepal after Prime Minister Balen Shah made unexpected remarks regarding the long-standing border dispute with India. Speaking during his first address to Parliament since assuming office, Shah stated that not only had India allegedly encroached on Nepali territory, but Nepal had also occupied Indian land in certain areas. His comments immediately sparked widespread debate across the country.
The remarks came during a discussion on unresolved border issues involving the Lipulekh, Limpiyadhura, and Kalapani regions, which have remained sensitive subjects in Nepal-India relations for decades. Shah suggested that both nations should rely on historical records, technical surveys, and expert studies to establish facts and find a mutually acceptable solution.
Nepal and India share an open border stretching over 1,800 kilometers, much of which was defined under the 1816 Treaty of Sugauli. While most sections of the boundary have been agreed upon, some areas continue to be disputed due to incomplete mapping and differing historical interpretations. These unresolved issues have periodically created diplomatic tensions between the two neighboring countries.
The Prime Minister's statement generated immediate criticism from opposition leaders, foreign policy experts, and former diplomats. Critics argued that the remarks appeared to weaken Nepal's long-standing official position that certain disputed territories belong to Nepal. Several opposition lawmakers demanded that Shah either provide evidence for his claim or withdraw the statement from the parliamentary record.
Former Nepali diplomats also questioned the basis of the Prime Minister's comments. Some pointed out that while individual cases of cross-border land use by local residents exist in areas where border markers are missing or unclear, there has been no documented instance of Nepal officially encroaching upon Indian territory. Experts warned that such statements could complicate future negotiations with New Delhi.
As criticism intensified, Nepal's Foreign Ministry issued a clarification explaining that the Prime Minister was referring to cases of cross-border occupation and land usage in no-man's land areas rather than official territorial encroachment by the Nepali state. The ministry emphasized that Nepal's established position on disputed regions such as Kalapani, Lipulekh, and Limpiyadhura remains unchanged.
The ministry further stated that technical committees from both countries continue to work on border pillar maintenance, mapping exercises, and documentation of land use in sensitive areas. Nepal reiterated its commitment to resolving all outstanding border issues through peaceful diplomatic dialogue and mutual understanding.
India has not officially responded to Shah's remarks. However, New Delhi has consistently maintained that disputed territories in the region are part of Uttarakhand and has emphasized that any differences should be resolved through bilateral discussions. The latest controversy highlights the continued sensitivity of border issues and their importance in shaping Nepal-India relations.
