Malaysia is facing increasing pressure to strengthen its water management policies as dam levels continue to drop amid prolonged dry weather. Former chairman of the National Water Services Commission, Charles Santiago, has called for mandatory implementation of water recycling and rainwater harvesting across industries.
He emphasized that voluntary conservation efforts are no longer sufficient to tackle the growing risk of water shortages. With the country experiencing extended dry spells, industries remain heavily dependent on treated water, putting additional strain on national supply systems.
Santiago proposed that the government enforce industrial water recycling as a first step, supported by incentives such as tax breaks. He also highlighted the success of Selangor’s zero-discharge policy, which encourages companies to reuse wastewater instead of releasing it, reducing overall consumption.
Rainwater harvesting was identified as another key solution. Even during dry periods, Malaysia still receives intermittent rainfall that could be captured and reused for non-drinking purposes like cleaning and sanitation, significantly cutting down reliance on treated water.
According to forecasts by Malaysian Meteorological Department, hot and dry conditions are expected to persist until the Southwest Monsoon begins in June. Experts warn that without strict enforcement and long-term planning, Malaysia could face recurring water crises driven by climate change and rising demand.
