Several leading Indian defense firms have convened in Russia for important talks aimed at exploring joint ventures, marking the first engagement of its kind since 2022. Sources indicate that at least six executives, including individuals from Adani Defence and Bharat Forge, participated in these discussions. The meetings occurred alongside an official trip by an Indian defense delegation to Moscow in late October, setting the stage for Russian President Vladimir Putin's upcoming visit to India in early December. The Indian government aims to enhance its defense collaboration with Russia, focusing on joint research, development, and co-production of advanced weaponry.
Details from the talks included potential production of spare parts for Russian equipment, such as the MiG-29 combat aircraft, in addition to discussions about air defense systems and other weaponry. Plans were also floated to establish production facilities in India for new defense technologies, aimed eventually at exporting to Russia. Russian authorities emphasized that the enduring India-Russia defense relationship will shift towards joint initiatives supporting India’s self-sufficiency in defense technology.
A diverse group of participants took part in the meetings, including executives from major Indian corporates, public sector entities, and innovative startups specializing in drones and military artificial intelligence. Bharat Forge's representatives focused on the collaborative development of components for Russian-made tanks, helicopters, and aircraft. Ashish Rajvanshi, CEO of Adani Defence, was present, representing the interests of one of India’s major defense companies. The Society of Indian Defence Manufacturers, comprising more than 500 firms like Tata Sons, Larsen & Toubro, and Bharat Electronics, also sent representatives to the meetings.
While these collaborations could fortify the India-Russia defense nexus, concerns loom large. Indian companies remain wary of potential secondary sanctions from Western nations, which could impede their future access to Western technologies. Currently, about 36% of India’s military arsenal is sourced from Russian systems, which complicates the acquisition of sensitive Western defense technologies. Executives suggest that although diplomatic channels may offer some degree of safety, companies need to meticulously evaluate political and financial risks before proceeding with new Russian engagements. Previous instances, such as the diversion of artillery shells by Indian firms to Europe that ended up in Ukraine, have already strained relations with Moscow.
The discussions underscore India’s ambition to evolve into a global hub for defense manufacturing while nurturing close ties with Russia. However, firms and the government must deftly balance the pressures of enhancing Indian defense capabilities, expanding domestic output, and sustaining relations with Western partners. In an increasingly intricate global political landscape, India's defense sector strives to harmonize strategic partnerships, technological access, and adherence to international norms. The outcome of these initiatives will shape India's role in global defense manufacturing in the years to come.
