FDA Gives Green Light to Six on! PLUS Nicotine Pouch Products for Adult Use in the US

The US Food and Drug Administration (FDA) has sanctioned the sale of six products from the on! PLUS nicotine pouch lineup. This approval permits these items to be marketed legally to adults throughout the United States.

The FDA disclosed this approval on Friday, noting that it was granted under a new pilot initiative aimed at expediting the evaluation of select tobacco and nicotine products. This marks the initial approval under this fast-tracked program, introduced in September.

Produced by Helix Innovations LLC, a joint venture of Altria, the six approved products were submitted for review in June 2024. Following an examination of scientific evidence, the FDA concluded that these items satisfied the criteria for market clearance.

The on! PLUS nicotine pouches feature flavors including mint, tobacco, and wintergreen, available in two different nicotine strengths: 6 milligrams and 9 milligrams. Adults in the US can now legally purchase these products.

The FDA emphasized that its decision was based on research indicating that these nicotine pouches have lower concentrations of harmful chemicals compared to traditional smokeless tobacco, thereby presenting a diminished risk of cancer and other serious health issues.

It is important to note that this authorization pertains exclusively to these six specific products; other nicotine pouches manufactured by the same company are not included and will require separate approval prior to sale.

Nicotine pouches are compact packets intended for placement under the upper lip. They do not produce smoke or require combustion, nor do they contain tobacco leaf. This method of consumption is perceived as a lower-risk alternative compared to cigarettes or other smokeless products due to the absence of inhalation.

In the American market, nicotine pouches are rapidly emerging as the most popular category of nicotine products, with many adult smokers opting for them as cigarette use declines.

Earlier this year, the FDA approved 20 Zyn nicotine pouch products, owned by Philip Morris International, which were the first in this category to receive FDA clearance; however, their approval process took over five years.

Major tobacco corporations are making significant investments in smoke-free and reduced-risk products amid evolving consumer behaviors and stricter health regulations. These companies argue that their offerings can assist adult smokers in transitioning away from cigarettes.

In response to the FDA’s announcement, Altria confirmed plans to resume new orders for on! PLUS nicotine pouches in states like Florida, North Carolina, and Texas, with the products also being available for online purchasing.

Health experts continue to stress that nicotine is not without risks. The US Centers for Disease Control and Prevention notes that nicotine can negatively influence brain development in teenagers, impacting learning, mood, attention, and self-regulation.

The FDA reiterated that the approved items are intended solely for adult use and should be kept out of reach of children and adolescents. The agency pledged to keep a close eye on the distribution and marketing of these products.

This approval reflects regulators' challenge of balancing the goal of offering adult smokers safer alternatives while preventing nicotine addiction among youth. As the market sees an influx of new products, this balance will likely remain a critical public health concern.
