China has unveiled draft regulations aimed at tightening oversight of “digital humans,” a rapidly growing sector powered by artificial intelligence and virtual avatar technologies.
The proposed rules, issued by the Cyberspace Administration of China, require all digital human content to be clearly labeled to avoid misleading users. Authorities say the move is designed to close regulatory gaps and ensure the healthy and ethical development of the industry.
A key provision in the draft prohibits digital humans from offering “virtual intimate relationships” to users under the age of 18. The regulation also targets addictive features, particularly those that may negatively influence minors, reflecting China’s broader push to protect children in the digital space.
Digital humans—AI-powered virtual avatars used in customer service, entertainment, livestreaming, and social media—have seen rapid expansion in China in recent years. Companies are increasingly deploying these avatars for marketing, e-commerce, and interactive services, raising concerns over misuse and psychological impact.
The new rules align with China’s wider regulatory approach to technology, where authorities have already imposed restrictions on gaming time for minors, algorithmic recommendations, and deepfake technologies. The government has consistently emphasized the need for stricter control over online content to safeguard social stability and youth well-being.
Officials have opened the draft for public consultation until early May, indicating that further refinements may be made before final implementation. Industry analysts say the framework could set global precedents for regulating AI-generated personas and virtual interactions.
As AI-driven digital humans become more sophisticated and widespread, China’s move signals a growing effort to balance technological innovation with ethical boundaries and user protection, especially for younger audiences.
