Cambodia’s parliament has passed a landmark law targeting online scam operations, introducing strict penalties including life imprisonment in the most serious cases. The legislation marks the country’s first comprehensive legal framework aimed at dismantling a cybercrime industry that has expanded rapidly in recent years.
The law imposes 5 to 10 years of imprisonment and heavy fines on individuals who organize or operate online scam centers. In cases involving human trafficking, forced labor, violence, or illegal detention, penalties increase to 10 to 20 years in prison. If a victim dies as a result of these operations, offenders could face 15 to 30 years or even life imprisonment.
Authorities say these scam networks often involve fake investment schemes and romance frauds that collectively defraud victims worldwide of billions of dollars each year. Many workers, especially from other Asian countries, are reportedly lured through fake job offers and forced to work in inhumane conditions resembling modern slavery.
The government has intensified its crackdown, targeting hundreds of suspected scam locations, shutting down a large number of operations, and arresting hundreds of suspects. Thousands of workers have also been rescued and repatriated to their home countries.
Despite these efforts, experts remain cautious, warning that unless the financial networks and protection systems behind these operations are dismantled, scam activities may continue to resurface.
The new law is expected to strengthen Cambodia’s fight against transnational cybercrime and improve its global reputation, though its long-term impact will depend on strict enforcement and international cooperation.
